Strange dance.

"Yes I'd love to," accompanied by phone numbers and what seems to be a flavor of enthusiasm which is not only genuine but downright bashful.

Then: the calls go unreturned, the dates go unfulfilled, and the rationalizations seem forced and pointless.

Strange dance, but, I think, not uncommon. When people are not genuine in their responses to one another, the dance has its own logic.
